if you want to enable quick launch function to newer version windows, try these steps:
如果想要加入快速啟動的功能，試著以下的步驟。

Step 1.  right click on the toolbars and select Toolbars -> New toolbar...
步驟一. 在工作欄按下滑鼠右鍵選擇 Toolbars -> New toolbar...

Step 2: input: %appdata%\Microsoft\Internet Explorer\Quick Launch then click Select Folder
步驟二. 輸入 %appdata%\Microsoft\Internet Explorer\Quick Launch 並按下Select Folder

Step3. Quick launch now works.
步驟三 快速啟動就會出現在工具列了
